  • The context of ISACIP Project:
  • Africa is highly vulnerable to the adverse effects of climate change, but the information appropriate to the climate and policies to use information effectively is not well developed in Africa. Also, policy makers, African leaders and development partners have envisaged since the early 2000s to generate and use appropriate climate information to promote economic development planning. Climate for Development in Africa (ClimDevAfrica), a program launched in collaboration with the National Meteorological Services, centers and regional and sub regional organizations in charge of global weather and climate (GCOS, WMO) by the African development, the Commission of the African Union and the Economic Commission for Africa United Nations, which meets these requirements. The implementation of this program is entrusted to a new structure created for this purpose (CAAA: African Climate Policy Center) of the Economic Commission for Africa United Nations (UNECA) The medium-term program is structured in three phases and the African Development Bank, in 2009, took the initiative to start a contribution to the implementation of the first phase of launching the project to support African climate institutions. This initiative, which devotes a direct involvement of African institutions in charge of environment, has resulted in the agreement between ACMAD and the African Development Bank, signed December 14, 2009 in Copenhagen during the COP 15. 2.2. Essential elements of project ISACIP Project ClimDev / ISACIP / or AfriClimServ project "Support to African Climate Institutions", aims to strengthen the capacity of regional and sub-regional that are ACMAD, AGRHYMET ICPAC and SADC / CSC and those of various scientific Africa. He is co financed by the African Development Bank (80%) and the beneficiary institutions (20%). This support is based on a needs assessment should allow the beneficiary institutions accomplish their mission to support development activities more efficiently. Thus strengthened, the centers will have a greater capacity to produce climate information across the continent and disseminate through appropriate channels including existing networks, NGOs, media and community radio. They will, therefore, be able to provide technical support for more elaborate and efficient national centers. ACMAD, with a remit across the continent, acts as the executing agency for the project by coordinating the implementation of the project. Program implementation project consists of three components: production of information related to climate, institutional strengthening and project coordination. .
